Utilization Goals

For the University

There is a subset of the contract compliance law that pertains to construction related contracts. It places specific contract compliance responsibilities on public works contracts. These are agreements for construction, rehabilitation, conversion, extension, demolition or repair of a public building, highway or other changes or improvements in real property.

Of the total amount of the dollars budgeted for contracting (after approved exemptions by DAS), twenty-five percent (25%) is targeted for SBE’s¹, and of that amount twenty-five percent (25%), or six and one-quarter percent (6.25%), is targeted for MBE’s².

For our Contractors

In the bidding of most deferred maintenance, major renovation, and new construction projects, contractors are advised they must award twenty-five percent (25%) or more of the values of their awarded contracts to certified SBE’s; and, of that amount, twenty-five percent (which amounts to 6.25% of the contract award) or more must be awarded to SBE’s who are also MBE’s.  The contractors are responsible for ensuring that they and the SBE’s they have selected are eligible contractors, and that they meet State requirements.

$100,000.00 Awarded

Total SBE $ = $25,000.00, which breaks down as follows:

At least but not limited to $18,750.00 = SBE

At least but not limited to $6,250.00 = S/M/W/DisBE

¹Small Business Contractors (SBE) - Contractors, subcontractors, manufacturers, and service companies that have been doing business in Connecticut for a period of not less than one year prior to the date of application; and whose gross revenues are not more than $15,000,000.00 for the previous fiscal year; and whose principal offices and place of business have been in the State of Connecticut for at least one year immediately prior to the date of application. Included among these small contractors are businesses owned and operated by women and/or minorities.

²Minority Business Enterprise (MBE) - A small business (must meet the SBE criteria) with at least 51% ownership by one or more minority person(s) who exercises operational authority over daily affairs of the business, has the power to direct management and policies, and receives the beneficial interests of the business. A minority is a person(s) who is American Indian, Asian, Black, Hispanic, has origins in the Iberian Peninsula, a woman (WBE), or an individual with a disability according to the Americans with Disabilities Act (ADA).
